NJACP is committed to the values of community inclusion and self direction within a strong sustainable environment of community based quality services and supports. We continue to shape policy and practice in these challenging times in a wide variety of forums and partnerships through our well established relationships with the Legislature the Governor’s Office and the Departments of Human Services and Department of Children and Families along with community stakeholders, as the implementation of Olmstead evolves and financial systems evolve such as fee for service and waiver services that will set new directions for our industry.

NJACP has partnered with the Legislature to craft A1673/S811 to rebalance the State’s resources to prioritize community options and choice for those living in institutions. Our collective advocacy with State leadership has led to a statewide access to the College of Direct Supports and in supporting key DHS initiatives such as DiscoverAbility NJ and the Dually Diagnosed Task Force and Olmstead. NJACP and its Member agencies play a key role in supporting the new directions that are needed to address the expanding need for supports for children, youth, and young adults, the aging, and people with multiple health and behavioral health challenges.

We have an ambitious agenda for 2011 as the State struggles with the budget, our focus centers on preserving our community-based structure and positioning our agencies for the future to better support people at home and in their communities. As part of our strategic goals, our advocacy centers on contract reform that support sustainable business models and investment in our infrastructure to meet today’s need and the future including:

  • •   Promoting advocacy through a strong legislative and policy advocacy network
    •   Rightsizing the system to align community services with need
    •   Agency sustainability, fiscal challenges, supporting the cost of care, contract and housing issues and     other infrastructure challenges
    •   Successfully Navigating Olmstead
    •   Workforce development and salary parity
    •   A market based fee for service system and effective payment system
    •   Information/technology challenges
    •   The implementation of children’s services system, in-home supports and Returning Home NJ, Olmstead
    •   Building and strengthening the array of services that meet the changing needs of the people we serve     including behavioral health and innovation in technology
