This booklet is a resource for people and families to effectively navigate the mental health system when obtaining needed supports and services for individuals with a dual diagnosis. The handbook was developed by Donna Icovino, Family Advocate and Co-Chair of the New Jersey Department of Human Services Dual Diagnosis Task Force and Lucy Esralew, Ph.D., Program Director, Statewide Clinical Consultation and Training (SCCAT) of Trinitas Regional Medical Center and member of the New Jersey Department of Human Services Dual Diagnosis Task Force.

“A Decade of Little Progress Implementing Olmstead: Evaluating Federal Agency Impact After 10 Years” was recently released by the National Disabilities Rights Network and evaluates the progress of the decade old U.S. Supreme Court Case, Olmstead v. L.C. (1999), which stated loud and clear that it is a violation of a person’s civil rights to be segregated in institutions when services could more appropriately be provided in the community. The report calls for stronger federal oversight and enforcement of the Olmstead mandate and there are states, including New Jersey, who have failed to make reasonable efforts to end unnecessary institutionalization. New Jersey is one of seven states named in the report that has failed to lower its level of spending on large institutions for individuals with developmental disabilities in the last decade. The report points out that this approach is an affront to people with disabilities and calls for more urgent enforcement of Olmstead. Please link to the report “Little Progress…”

United Cerebral Palsy released "A Case for Inclusion" which reports state rankings to examine how well Medicaid programs are serving people with developmental disabilities across the nation. While the report has some mixed reviews nationally, it outlines how people with developmental disabilities have not yet fully realized inclusion in their communities and homes. Unfortunately, New Jersey ranks near the bottom in several critical areas, including, the percentage of individuals served in large institutions, number of large state facilities, the number of people waiting for services on the community services waiting list, individuals served in competitive employment and ranks 50th in the number of residents confined to large institutions. The DDS Resource 2008 guide is available online for download. It is a comprehensive statewide directory of programs and services for individuals with disabilities, living and working in New Jersey. The directory provides easy access to concise information on services and resources available at all levels of government, or through advocates, community organizations and professionals working to assist people with disabilities.
